MISSILE DEFENSE AGENCY
The Missile Defense Agency (MDA) is announcing the award of a sole-source cost-plus-award-fee modification to Raytheon Missile Systems Co., Tucson, Ariz., under the HQ0276-10-C-0005 contract, P00015. The total value of this option exercise is $9,805,492, increasing the total contract value from $276,712,593 to $286,518,085. This modification will exercise option CLIN 0008, “Future Upgrades and Engineering Support,” to provide engineering services necessary to effectively execute technical analysis for the Aegis BMD 5.1/SM-3 Block IIA program. The work will be performed in Tucson, Ariz. The performance period is through Sept. 30, 2016. Fiscal 2011 research, development, test, and evaluation funds will be used to incrementally fund this initial effort. Contract funds will not expire at the end of the current fiscal year. This is not a foreign military sales acquisition. The MDA, Dahlgren, Va., is the contracting activity.
NAVY
American Electronic Warfare Association, Inc.*, California, Md. (N00421-11-C-1051); J.F. Taylor, Inc.*, Lexington Park, Md. (N00421-11-C-1052); Coherent Technical Services, Inc.*, Lexington Park, Md. (N00421-11-C-1053); Dayton T. Brown, Inc.*, Bohemia, N.Y. (N00421-11-C-1054); and Strata-G Solutions, Inc.*, Huntsville, Ala. (N00421-11-C-1055), are each being awarded cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contracts to perform research and development, integration, analysis, assessment, and test and evaluation services in support of the Aircraft Prototype Facility. Each contractor will be awarded $10,000 at the time of award. The aggregate not-to-exceed amount for these multiple award contracts is $219,875,168, and the companies will have the opportunity to bid on each individual task order. Work will be performed at the Naval Air Warfare Center Aircraft Division, Patuxent River, Md. (90 percent), and at individual contractor facilities at various locations throughout the United States (10 percent). Work performed under these contracts is expected to be completed in August 2016. Contract funds in the amount of $10,000 will expire at the end of the current fiscal year. These contracts were solicited via a multiple award electronic request for proposals as a 100 percent small business set-aside; and five offers were received. Northrop Grumman Corp., San Diego, Calif., is being awarded a $35,595,116 modification to a previously awarded cost-plus-fixed-fee contract (N00019-10-C-0018) to exercise an option for operations and maintenance services in support of U.S. Navy Global Hawk Maritime Demonstration. Work will be performed in Patuxent River, Md. (75 percent), and outside the United States (25 percent), and is expected to be completed in September 2012. Contract funds in the amount of $35,595,116 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
Energetics Technology Center, Inc., Waldorf, Md., is being awarded a $23,332,073 firm-fixed-price research and development for work in support of energetics concepts development for enhanced blast weapon technology demonstrations sponsored by the Office of Naval Research and Defense Threat Reduction Agency. This requirement is for advanced research in the following specific research areas of analysis and technical investigation projects for traumatic brain injury, energetic informatics, energetic systems engineering, autonomous systems, and energetic materials. Work will be performed in La Plata, Md., and is expected to be completed by August 2016. Contract funds in the amount of $220,000 expire at the end of the current fiscal year. This contract was competitively procured via a broad agency announcement, with eight offers submitted. Great Mills Construction Co.*, Great Mills, Md., is being awarded a maximum $18,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for new paving construction services consisting of new paving, paving repair and replacement of various types of pavement within the Naval Facilities Engineering Command (NAVFAC) Washington area of responsibility (AOR). No task orders are being issued at this time. Work will be performed at various locations in the NAVFAC Washington AOR including Virginia, Maryland, and the District of Columbia. Contract funds in the amount of $5,000 will expire at the end of the current fiscal year. The term of the contract is not to exceed 36 months, with an expected completion date of July 2014. This contract was competitively procured via the Navy Electronic Commerce Online website, with nine proposals received. DRS ICAS, L.L.C., Horsham, Pa., is being awarded an $8,322,206 indefinite-delivery/indefinite quantity, firm-fixed-price contract for equipment, engineering and technical support services in support of the data link systems, communication systems, and cryptographic systems. This contract includes options, which, if exercised, would bring the cumulative value of this contract to an estimated $44,000,000. Work will be performed in Charleston, S.C. (50 percent), and Horsham, Pa. (50 percent), and is expected to be completed by August 2012. If all options are exercised, work could continue until August 2016. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured because it is a sole-source acquisition. ARMY
Medico Industries, Inc., Wilkes Barre, Pa. (W15QKN-11-D-0208), and Modern Industries, Inc., Erie, Pa. (W15QKN-11-D-0209), were awarded a $105,674,415 firm-fixed-price indefinite-delivery/indefinite-quantity multiple-award-task-order contract between two contractors. The award will provide for the facilities, personnel, and equipment for the manufacture of various high-explosive projectiles. Work location will be determined with each task order, with an estimated completion date of Aug. 17, 2020. Five bids were solicited, with five bids received.
