(NSI News Source Info) TORONTO, Canada / NEW DELHI, India - November 25, 2011: India is all set to formally launch the hunt for over 75 heavy-duty "stealthy'' naval helicopters with potent anti-submarine and anti-warship warfare capabilities, as also customized for amphibious assaults and commando operations against conventional, terror, piracy and other threats.

The Defence Acquisitions Council, chaired by defence minister A K Antony, on Friday discussed the mega naval multi-role helicopter (NMRH) project, which is likely to cost well over $2 billion.

"The global tender for NMRH will be issued soon. The project is likely to get even bigger at a later stage, with more such helicopters being ordered after the first 75. An initial lot will be obtained off-the-shelf from abroad, while the rest will be manufactured in India with the foreign collaborator's help,'' an MoD source said.

The NMRH acquisition will be in addition to the ongoing Rs 2,000 crore procurement of 16 multi-role helicopters, wherein the field trial evaluation report of European NH-90 and American Sikorsky-70B is now being examined by MoD to select the final winner.

Navy is also going in for new carrier-borne fighter jets, maritime patrol aircraft and drones, which together will cost around Rs 85,000 crore. These include 45 Russian MiG-29Ks for $2 billion and 12 American P-8I long-range reconnaissance aircraft for over $3 billion.

With China looming large on the radar screen, India wants to build a powerful three-dimensional Navy to protect its geostrategic interests stretching from Hormuz Strait to Malacca Strait. As part of the over Rs 300,000 crore long-term naval plans, 48 warships are already on order, as first reported by TOI.

"The NMRH, weighing 9-12.5 tonne each, will operate from the flight decks of frigates, destroyers and aircraft carriers. Five global aviation majors indicated their interest to our initial queries,'' said a source.

The new helicopters, with an operational life of over 30 years, will replace the older Sea King helicopters and meet requirements of the expanding Navy. Their "primary roles'' will include anti-submarine and anti-surface warfare, special and commando operations, and amphibious assault and troop carriage.

The "secondary roles'', in turn, will include electronic intelligence and anti-piracy, search and rescue, casualty evacuation and external cargo carrying. Navy wants the helicopters to be equipped with advanced avionics and weapons suites - including state-of-the-art-radars, light-weight torpedoes, depth charges, 70mm rockets and 20mm guns -- to "detect, identify, classify and destroy'' aerial, surface and sub-surface threats.

Incidentally, the Indian armed forces are planning the induction of over 900 helicopters over the next 15 years. They include 384 light-utility and observation, 139 medium-lift, 114 light combat, 22 heavy-duty attack, 15 heavy-lift, 12 VVIP, five maritime early-warning and, of course, 186 Dhruv advanced light helicopters.

DEFENSE THREAT REDUCTION AGENCY

Applied Research Associates, Inc., of Albuquerque, NM, is being awarded a $220,000,000 ($102,000,000 base and $118,000,000 option) Indefinite Delivery Indefinite Quantity contract for Test Operations, Technology and Test Support (TOTTS) for the Defense Threat Reduction Agency (DTRA) in support of the Research and Development Enterprise, Counter Weapons of Mass Destruction Technology Directorate. Resolution Consultants, an AECOM-EnSafe Joint Venture, Virginia Beach, Va., is being awarded a maximum amount $200,000,000 cost-plus-award-fee, indefinite-delivery/indefinite-quantity architect-engineering contract for comprehensive long-term environmental action services on Navy and Marine Corps installations at various Department of Department sites in the Naval Facilities Engineering Command Atlantic area of responsibility. The work to be performed provides for architectural and engineering services to provide program management and technical environmental services in support of the Department of the Navy’s Environmental Restoration Program, Munitions Response Program, and other similar programs. Task order 0001 is being awarded at $342,578 for architect engineering services at the Program Management Office in Virginia Beach, Va. Work for this task order is expected to be completed by March 2012. Balfour Beatty, Fairfax, Va., is being awarded a $49,053,161 firm-fixed-price contract for design and construction of a Bachelor Enlisted Quarters (BEQ) and road connector at the Stone Bayarea of the Marine Corps Base Camp Lejeune. The work to be performed provides for design and construction of a 125 room multi-story BEQ, and a 100 room multi-story BEQ, plus gatehouse, canopy, and weather shelter. This project will include the demolition of buildings RR9 and RR4 and also constructing the widening egress to Route 210, construction of a gateway and guard house, a road connecting Route 210 and inside of Stone Bay. The road construction will require the construction of a bridge to allow for heavy equipment, and a number of culverts. The contract also contains one unexercised option, which if exercised would increase cumulative contract value to $50,493,702. Work will be performed in Jacksonville, N.C., and is expected to be completed by September 2013. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 26 proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-11-C-4008).

FLIR Systems, Inc., Wilsonville, Ore., is being awarded a $25,506,679 firm-fixed-price contract for 34 Star SAFIRE 380 High Definition systems to outfit and enhance the capabilities of the existing Persistent Ground Surveillance System that are currently fielded for the Army. Work will be performed in Afghanistan (60 percent), and Wilsonville, Ore. (40 percent); and is expected to be completed in August 2012. Contract funds in the amount of $229,277 will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-2. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J. is the contracting activity (N68335-11-C-0212).

Northrop Grumman Systems Corp., San Diego, Calif., is being awarded a $10,474,708 cost plus fixed fee contract for logistics in support of the Vertical Takeoff and Landing Tactical Unmanned Aerial Vehicle (VTUAV) MQ-8B Fire Scout system. Logistic support services includes: logistics management, maintenance support, supply support, air vehicle transportation, training services, logistics management information, technical data updates, flight operations and deployment support. Work will be performed in St. Inigoes, Md. (40 percent), San Diego, Calif. (20 percent), and various locations outside the continental United States; and is expected to be completed in August 2012. Contract funds in the amount of $6,400,000 will expire at the end of the fiscal year. This contract was not competitively procured pursuant to FAR6.302-1. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-C-0075).

DEFENSE LOGISTICS AGENCY

Graybar Electric Company, Inc., St. Louis, Mo., was issued a modification exercising the sixth option year on the current contract SPM500-04-D-BP25/P00024. Award is an indefinite delivery and indefinite quantity, prime vendor contract with an estimated maximum $40,000,000 for this option period. The contract is for maintenance, repair, and operations for the Northeast Region, Zone 2. There are no other locations of performance. Using services are Army, Navy, Air Force, Marine Corps and Federal Civilian Agencies. The date of performance completion is August 29, 2012. AIR FORCE

Accenture Federal Services LLC of Reston, Va. is being awarded a $12,122,447 firm fixed price, cost reimbursable, labor hour contract modification to continue the post production support of the current contract to allow the system integrator to achieve system stabilization. The contracting activity is ESC/HIQK, Wright-Patterson Air Force Base, Ohio. (FA8770-06-F-8001, P00097).

United Paradyne Corporation of Santa Maria, Calif. is being awarded a $7,817,467 fixed price incentive fee, firm fixed price, cost reimbursement, no fee contract modification for the consolidation of three vital logistical aerospace support services into one comprehensive operation and maintenance contract for the 30th Space Wing. Aircraft Corp.’s X2 Technology™ demonstrator has flown for the last time, the company announced today. Sikorsky is a subsidiary of United Technologies Corp. (NYSE:UTX).

In an early morning demonstration flight conducted from the company’s new Sikorsky Innovations Center within its Development Flight Center, the X2 Technology demonstrator gave invited guests one last look at its technology in flight before officially being retired and transitioning to its first application, the S-97 Raider™.

It was the twenty-third test flight of the award-winning X2™ aircraft, which flew approximately 22 total hours and achieved a maximum cruise speed of 253 knots in level flight at its peak point in the program. That milestone, an unofficial speed record for a conventional helicopter, was achieved on Sept. 15, 2010.

“This flight is the culmination of a five-year, internally funded program to expand the operational envelope of helicopters,” said Sikorsky President Jeffrey Pino. “The results of this program speak to the success of a rapid prototyping environment, where a small empowered team was able to meet a specific number of very challenging goals. We met these within a small budget and a compressed schedule.

“The X2 program also has helped to develop the next generation of Sikorsky engineers, including some who are now in key positions on the S-97 Raider™ program and the Firefly™ electric helicopter program. Today, the entire Sikorsky workforce stands proud of this accomplishment and what it means for the future of rotorcraft aviation,” Pino said.

The S-97 Raider helicopter program is the follow-on program to the X2 Technology demonstrator initiative. Sikorsky Vice President of Research & Engineering Mark Miller said the S-97 Raider program will design, build and fly two prototype light tactical helicopters to enable the U.S. military to evaluate the viability of a fast and maneuverable next-generation rotorcraft for a variety of combat missions. A number of Sikorsky’s military and commercial customers were on hand to observe today’s final X2™ flight.

“This program will produce two prototype assault/attack aircraft with six passenger cabins and the ability to carry armament,” Miller said. “In addition to the superior speed and maneuverability of X2 technology, these aircraft are designed to be capable of 10,000-foot hover out of ground effect on a 95-degree day. The future awaits this technology, and today we can say that we see it on the horizon.”

The X2 Technology program began in 2005 when Sikorsky first committed resources and full funding, ultimately $50 million, for the program’s development. Earlier this year, the X2 Technology™ demonstrator team won the 2010 Robert J. Collier Trophy, awarded annually to recognize the greatest achievements in aeronautics or astronautics in America.

In addition to winning the 2010 Collier Trophy, over the past two years the X2 Technology demonstrator received numerous accolades including the 2010 Hughes Award from the American Helicopter Society andAviation Week ‘s “One of the Top 10 Technologies to Watch” for 2010. In 2009, it won a Popular MechanicsBreakthrough Innovator Award, and a Popular Science “Best of What’s New” award. It also was named “One of 2009’s Best Inventions” by Time.

Like the X2 Technology demonstrator, the S-97 Raider helicopter will be designed to feature twin coaxial counter-rotating main rotors and a pusher propeller that enables an X2-designed helicopter to cruise at 220 knots. Other innovative technologies include fly-by-wire flight controls, hub drag reduction, active vibration control, and an integrated auxiliary propulsion system.

The X2 design is scalable, opening up a variety of potential mission uses including joint-multi-role such as combat search and rescue, armed aerial scout, medical evacuation (MEDEVAC), attack, VIP transport, and offshore oil.

The X2 Technology demonstrator combines an integrated suite of technologies intended to advance the state-of-the-art, counter-rotating coaxial rotor helicopter. It is designed to demonstrate a helicopter can cruise comfortably at 250 knots while retaining such desirable attributes as excellent low speed handling, efficient hovering, and a seamless and simple transition to high speed.

Among the innovative technologies the X2 Technology demonstrator employs are:

  • Fly-by-wire flight controls
  • Counter-rotating rigid rotor blades
  • Hub drag reduction
  • Active vibration control
  • Integrated auxiliary propulsion system
